According to Rap Break the guy pictured above (Frank Briggs) has been arrested in Philadelphia in connection with a shooting outside of rapper French Montana's tour bus that resulted in one person being murdered and another injured:
Police in Philadelphia have arrested a man in the shooting death of 26-year-old Jowann King, who died when a gunman fired into a crowd surrounding the tour bus of rapper French Montana.
